Process of Driving License

Apply for Learner's License
Overview
- A Learner's Licence (L.L.) is valid for a period of 6 months. Driving Licence (D.L.) should be applied 30 days after after issue of LL and before the end of validity.
Submit forms
Application for Learner's Licence should be filled up in form 2/ Online application form accomapnied by:- a) Evidence of correctness of address and age and qualification is required during application. For eg. :
- Electoral Roll
- Life Insurance Policy
- Passport
- Pay slip issued by any office of Central/ State government or local body
- School certificate
- Birth Certificate
- Certificate granted by a registered medical practitioner not below the rank of a Civil Surgeon, as to age of person.
- Medical Certificate (Self Declaration of physical fitness should be filled in Form 1 and a medical certificate issued by a registered medical practitioner in form 1A.)
- Driving Licence if case of learner's licence for addition of Class Of Vehicle.
- Appropriate fees
- Blood Group Proof
Pay Fees
Capture biometrics
- Photograph, Signature, Finger Prints are captured.
Get Letter Number for Police verification
Collect Learner's Licence after Police verification is done.
Requirements and Rules: Age Limit- No person under the age of eighteen years shall drive a motor vehicle in any public place. Provided that a motor cycle with engine capacity not exceeding 50cc may be driven in a public place by a person attaining the age of sixteen years.
- No person under the age of twenty years shall drive a transport (commercial) vehicle in any public place.
- No person shall be granted a learner's licence to drive a transport (commercial) vehicle unless he has held a driving licence to drive a motor vehicle for at least one year.
- No Person under the age of eighteen years shall be granted a learner's licence to drive a motor cycle without gear except with the consent in writing of the person having the care of the person desiring the learner's licence.
- A learner licence holder should be accompanied by an instructor holding an effective driving licence and in such a position to take control or stop the vehicle. 'L' should be painted on the car/ plate/ card on both the front and the rear of the vehicle, in red and a white background.
- The painting should be should not be less than 18 centimetres square and the 'L' shall not be less than 10 cm high, 2 cm thick and 9 cm wide at the bottom.
- On loss of original Leaner's Licence, application for a duplicate L.L. can be made by submitting: Learner's Licence number and Appropriate fees

Apply for Driver's License
Overview
- Driving Licence can be applied 30 days after the issue of Learner's Licence. Driving Licene is made only for the class of vehicles where LL has been applied for.
Validity:
Non-Transport- The Validity for a non-transport vehicle is 20 years or until the date on which a person attains the age of fifty, whichever is earlier. A person who has attained 50 years of age on the date of issue or renewal of licence ; on renewal will attain a DL effective for 5 years.
- The validity for transport vehicle is for 3 years Licence to drive a transport vehicle carrying goods of dangerous and hazardous nature is effective for a period of one year.
- International Driving permit will be valid for a period of not more than one year from the day of issue or till the validity of the driving licence, whichever is earlier.
How To Apply:(New Driving Licence)
Application for driving licence should be made in Form 4 accompanied by- An effective learner's licence to drive the vehicle of the type to which the application relates.
- Appropriate fees
- These forms should be submitted at the Fee counter. Keep the receipt safely for further reference.
- The applicant should then appear for a driving Test with the Motor Vehicle Inspector (M.V.I.).
- No person shall appear for the test of competence to drive unless he has held a learner's licence for a period of 30 days. Where the application does not pass the Driving Licence test he may be permitted to re-appear for the test after a period of seven days.
- Provided where the applicant does not pass the test even after three appearances, he shall not be qualified to re-appear for such test before the expiry of a period of sixty days from the date of last such test.
- An interview of road singns and a few general questions regarding road safety are questioned from the applicant. The application can be rejected if the test is failed.
- The Driving Licence will be delivered to the applicant by the India Postal Service.

Driving Licence Transactions
Driving Licence Renewal
- Renewal of Driving Licence should be done 30 days before or after the end of validity of licence. Renewal after 30 days however would attract a fine of Rs.50 per year and the licence will be renewed with effect from the date of renewal.
- Application for renewal of licence should be submitted in Form 9 accompanied by Original Driving Licence, Medical certificate in Form 1A and Appropriate Fees.
- Renewal made more than five years after the driving licence has expired, should also appear for a driving test. Where the licencing authority rejects an application for renewal of driving licence, it shall refund half of the fee paid for such renewal to the applicant, on an application made by him in that behalf not later than thirty days from the date of receipt of the order rejecting the application.
Addition of Class of Vehicle to Driving Licence
- Application for addition of new class of vehicle to a driving licence should be submitted in Form 8 accompanied by An effective learner's licence for the particular class of vehicle.

- Note: A candidate applying for Transport Licence should have a mimimum qualification of Standard 8th.

Issue of Duplicate Driving Licence
Overview
- If at any time a licence is lost or destroyed the holder of the licence shall forthwith intimate the loss to the licensing authority which granted the licence and shall apply in writing to the said authority.
- The application for Duplicate Driving Licence should be submitted in Form 9A accompanied by Written application, Police Report and Appropriate Fees.
Replace Driving Licence
- If the driving licence is in bad shape or spoilt, the applicant can apply in writing for a new DL. To replace DL the following are to be submitted
- Original Driving Licence
- Written Application
- Appropriate Fees
Change in Driving Licence details
- If the DL has been printed and details such as address or name or photo are to be changed the following are to be submitted
- Written Application
- Proof of Address ( change of address)
- Affidavit (change of name)
- Original Driving Licence
- Appropriate Fees
Surrender Class Of Vehicle
- If a class of Vehicle needs to be removed from the DL, the following are to be submitted
- Written application for Degrading
- Original Driving Licence
- Form 4 ( in case of degrading from Professional to Private)
- Appropriate Fees
No Objection Certificate for Driving Licence
- If a DL is carried to any other Licensing authority other than the original Licensing authority for transactions, a NOC should be issued from the original Licensing Authority. To obtain an N.O.C., the following are to be submitted
- Appllication for N.O.C.
- Copy of Driving Licence
- Appropriate Fees
No Objection Certificate for Driving Licence
- Application should be done in form 4A and shall be accompanied by
- Valid Driving licence
- Appropriate Fees
- Medical Certificate
- Valid proof of indian nationals
- Valid proof of passport
- Valid proof of visa.

Registration of new Vehicle
Private Vehicles
- Registration Fee and Hypothecation fee (if loan taken from a Bank) are to be paid.
- One Time road tax of 10 years is to be paid and subsequently, tax for every 5 years is to be paid after 10 years.
- Road Tax amount is dependent on the Sale Amount of the vehicle for all cars.
- Road Tax amount is dependent on the Unladen weight for all Two Wheelers.
- The Vehicle Registration Validity or Fitness Validity for a new vehicle is 15 years, after which, the validity may be renewed for every 5 years, depending upon the road worthiness of the vehicle.
Commercial Vehicle
- Registration Fee and Hypothecation fee (if loan taken from a Bank) are to be paid
- Quarterly or Yearly Tax is to be paid.
- Road Tax amount is dependent on the Class of Vehicle.
- Fitness fee dependent on the class of vehicle is to be paid for all commercial vehicles.
- Fitness validity for a new vehicle is for two years only, after which the fitness validity is to be renewed every year.
Procedure
- Form 20: Duly filled up
- Form 21: (Sale Certificate) issued by the vehicle dealer and duly filled up.
- Form 22: Pollution Certificate obtained from Pollution Control Board
- Form 34: Duly signed by the owner and the Financer
- Address Proof: Electric bill or letter from Headman or phone bill or EPIC
- Valid Insurance Certificate: This can be obtained from any Insurance Company
- Temporary Registration from the dealer.
- Approval is to be obtained from the Registering Authority (D.T.O.) for new registration of a vehicle by producing all the above mentioned documents. Allotment Letter of permit from R.T.A./S.T.A. is to be produced, in case of commercial vehicles.
- Vehicle is then to be produced before the registering authority for inspection by the Motor Vehicle Inspector.
- Fee and Tax for the vehicle is then to be paid at the cash counter and receipt for the same will be given.
- The applicant is to approach the Head Assistant (H.A.) with the receipt for assignment of vehicle number.
- High Security Registration Plate ( H.S.R.P.) Fee is also to be paid at the office.
- The H.S.R.P. will be fixed to the vehicle at Commissioner's office, Sawlad.
- After fixing the H.S.R.P., the applicant can then collect the Registration Certificate and Fitness Certificate (in case of commercial vehicle) from the dealing assistant

Vehicle Fitness
Fitness for Non-Transport vehicle (Private)
- Non-Transport (Private) Vehicles are exempted from paying fitness fee.
- The Vehicle Registration or Fitness validity of road worthiness is 15 years for a new vehicle.
- On expiry of validity, Re-registration for Fitness Validity of Road worthiness is to be done for every 5 years.
Fitness for Transport Vehicle Commercial
- All Transport (Commercial) Vehicles are to pay fitness fee based on the class of vehicle.
- The fitness validity of a new vehicle is for two years.
- Thereafter, the fitness validity is issued for every one year.
- Fitness fee can be paid one month prior to the expiry of the fitness validity.
- On expiry of validity, application for renewal has to be submitted tendering the requisite fee, in which case vehicle is to be produced for inspection and verification by Motor Vehicle Inspector before granting renewal of Certificate of Fitness. An application for Fitness Certificate has to be submitted in Form CFA accompanied by the following
- Registration Certificate.
- Insurance Certificate.
- Permit
- Emission Certificate.
- Valid Tax. Fine is levied if fitness fee is paid beyond the date of fitness validity.
- Fine of Rs.100/- for 1st month beyond the date of fitness validity.
- Fine of Rs.200/- for 2nd month beyond the date of fitness validity.
- Fine of Rs.300/- from 3rd month beyond the date of fitness validity until 1 year.
- Fine of Rs.600/- in 2nd year beyond the date of fitness validity.
