Process of Driving License

Driving License
Overview
- No person shall drive a motor vehicle in any public place unless he holds an effective Driving license issued to him authorizing him to drive vehicle of that particular category.
- Types of Driving License 1. Learners License and 2. Permanent License
- Note: it is mandatory to obtain Learners License before applying for Permanent License
Permanent Licenses
- Permanent License is issued after obtaining learners license. After completing 3 months of Training on the type of vehicle applied for applicant may proceed for computerized test (based on knowledge of traffic rules and regulation) and road tests (conducted on type of vehicle applied for) on given days and given timings. Road test will be conducted by Inspector.

Learners License
Documents Required to Apply for Learners License
- Attested copies of the document Proving his/her address and his/her age as per rule no.4 of CMVR 1989.
- Two passport size photographs.
- Related Forms with the Certificate / Declaration of Medical Fitness as mentioned below :
For Obtaining Learner's Licence of Non - Transport Vehicles or person below 40 Years

- Fees Payable : Rs. 30 for each class of vehicle. Rs. 10 for each test.
For Obtaining Learner's Licence in anyother Case
- Fill Form No. 1-A (Medical Certificate duly signed by the Registered Medical Practitioner)
- Fill Form No. 2
- Applicant should have minimum qualification of 8th standard pass(Evidance should be available).
- Fees Payable : Rs. 30 for each class of vehicle. Rs. 10 for each test.
- Please Note: These forms can be downloaded here or can be obtained from Transport Bhavan, Silvassa, Dadra & Nagar Haveli.
Submmission od Documents
- All required documents mentioned above should be submitted at Counter No. , Transport Bhavan, Silvassa at timings mentioned here.
- Timings : Documents should be submitted at Transport Bhavan between 10.00 a.m. to 1.30 p.m. on all working days except Saturdays, tenth and last day of the month. On Saturdays, tenth & last day of the month cash will be accepted during 10.00 a.m. to 12.00 p.m. only.
- Biometric: Details and Bio-Metric of the Applicant will be entered on the same day of submission of Documents.
Disposal
- Learners License will be disposed within 3 days from the date of submission of all required documents
Validity
- Learners license is valid for 3 Months from the date of issue
Notes
- Learners license is a document issued prior to obtaining Permanent License, after completing three months training for the type of vehicle applied for applicant can proceed to apply for Permanent License.
- Learners License is valid for 3 Months only

Permanent Licence
Documents required to apply for permanent drivers license
- Fill Form No. 4
- Driving Certificate in Form 5 issued by the school or establishment, if applicable.
- Fees Payable : Rs. 200 as Licence Fee, Rs. 50 For each Class of vehicle as Test Fee
Submission of documents
- All required documents mentioned above should be submitted at Counter No. , Transport Bhavan, Silvassa at timings mentioned here.
- Timings : Application along with fee can be paid at the cash counter of the RTO office during 10.00 a.m. to 1.30 p.m. on all working days expect Saturday, tenth and last day of the month, On Saturday tenth and last day the month cash will be accepted during 10.00 a.m. to 12.00 a.m.
Test of competance to drive
- Computerized test (Based on knowledge of rules and regulation) and Road Test for the type of vehicle applied.
- Timings : Form 10.30 a.m. to 1.00 p.m. on every Tuesday, Wednesday and Friday. Rs. 50.00 For each Class of Vehicle.
- If the applicant does not pass the test he can re-appear after seven days : Test Fee shall be collected on the way as stated above and test shall be conducted from 10.30 a.m. to 1.00 p.m. on every Tuesday, Wednesday and Friday.
- Note : In case the applicant does not pass the test after three Appearances, he shall not be qualified to reappear for such test before the expiry of as period of sixty days from date of last such test.
Disposal
- Learners License will be disposed within 3 days from the date of submission of all required documents
Validity
- Permanent License is valid for 25 Years from the date of issue

Duplicate driving license
Documents required to apply for permanent driving license
- Application form LLD and two passport size photographs. Click here to download form
- In case the original license is found in future, the applicant should surrender the duplicate licence to the authority.
- Disposal : Within Three Days form the date of payment of such fee.

Renew drivers license

- Fees Payable : Rs. 250.00 ( Penalty Rs.50.00 per year)
Disposal
- Learners License will be disposed within 3 days from the date of submission of all required documents

- Renewed Drivers License is Valid for 10 Years

Registration of motor vehicle
Documents required to apply for permanent drivers license
- Form 20 (in duplicate if vehicle is hypothecated).
- Sale Certificate in Form 21.
- Valid Insurance Certificate.
- Copy of the proceedings of the State Transport Authority / concerned Authority for the purpose of approval of the design in case of trailer or a semi trailer.
- Original sale certificate from the concerned authorities in Form 21 in case of ex-army vehicles.
- Proof of address by way of any one of the documents mentioned in Rule No. 4 of CMVR 1989.
- Temporary registration certificate.
- Road worthiness certificate in Form 22 from the manufacturer and Form 22-A from the body builders.
- Custom?s clearance certificate in case of imported vehicles along with licence and bond if any.
- Copy of sales invoice from dealer.

- Motor Cycle : Rs. 60.00
- Light Motor Vehicle : Rs. 200.00
- Light Commercial Vehicle : Rs. 300.00
- Medium Goods Vehicle : Rs. 400.00
- Medium Passenger Motor Vehicle : Rs. 400.00
- Heavy Goods Vehicle : Rs. 600.00
- Heavy passenger Vehicle : Rs. 600.00
- Imported Passenger Vehicle : Rs. 800.00
