• How to Obtain Learner Licence

  Eligibility for obtaining of Learner Licence

  • Age greater than 16 years but are less than 18 years are eligible for a Licence to drive only a motor cycle up to 50cc engine capacity i.e. motor cycle without gear. For this, they require the consent of their parents / guardians.
  • Age greater than 18 years are eligible to obtain Licence for a motor cycle equipped with gears and also for a Light Motor Vehicle [Motor Car].
  • Age greater than 20 years of age are eligible to obtain a Licence to drive a transport vehicle, i.e., a vehicle used to carry passengers or goods for hire or reward etc. such as taxi, auto rickshaw, bus or truck but they must have passed middle standard examination i.e. 8th standard.
  • However, no person shall be granted a Learner’s Licence to drive a medium or heavy goods vehicle or passenger vehicle unless he has held a driving Licence valid for a light motor vehicle (LMV) for at least one year.

  Physical Presence

  • It is mandatory to present yourself in front of Licensing Authority.
  • Authority to obtain the learner Licence Licensing authority will conduct the test of applicant and passes candidates are allowed to obtain the Learner Licence. Here digital data for the applicant is captured.

  Documents required to apply for Learner Licence

  • Fee of Rs. 30/- for each category of Vehicle applied.
  • Applications in Form 1, Form 1A [Medical Certificates as issued by any M.B.B.S. doctor] and Form 2.
  • Three recent passport size photographs.
  • Proof of your ordinarily residing address and date of birth through any one of the following documents
    • School Leaving Certificate.
    • Birth Certificate Ration Card.
    • Voter ID Card.
    • Passport.
    • Electricity Bill. [No before than 3 months]
    • Telephone Bill. [No before than 3 months]
  • Passport Electricity / Telephone Bill / House Tax Receipt Pay slip issued by any office in the Central / State Government or a local body Get the copy of the document attested by a Gazette officer of the central/state government or a local body.

  Effectiveness and Validity

  • Learner Licence is valid for a period of six months from the date of issue Learner Licence is effective throughout India.
• How to Obtain Driving License

  Age limit in connection with driving of motor vehicles.

  • No person under the age of eighteen years shall drive a motor vehicle in any public place.
  • Provided that a motor cycle with engine capacity not exceeding 50 cc can be driven in a public place by a person after attaining the age of sixteen years.
  • No person under the age of 20 yrs. Shall drive a transport vehicle in any public place.

  Medical Certificate

  • An applicant for the grant of a non transport vehicle driving Licence under the age of 50 years do not require a medical certificate. However, those applicants who are over 50 yrs. of age must produce a medical certificate in Form 1A.
  • All applicants for the grant of driving Licence to drive transport vehicle are required to produce a medical certificate.

  Procedure for obtaining driving Licence.

  • An application for a driving Licence shall be made in Form 4 and documents is like.
    • An effective learner’s Licence.
    • Testing Fee of Rs. 50.00 per class/category.
    • Smart Card Fees.
    • Three copies of the applicant’s recent. [passport size photograph]

  Driving Test

  • Every applicant shall have to pass driving test/ physical competence test to be conducted by licensing authority on a vehicle of the type he has applied for.

  Validity of driving Licence

  • Licence to drive a transport vehicle be effective for a period of three years from the date of its issue.
  • An authorization of Licence to drive a transport vehicle carrying goods of dangerous or Hazardous nature be effective for one year and renewal thereof subject to the condition that the driver must undergoes one day refresher course of the prescribed syllabus.
  • A Licence to drive a non transport vehicle shall be effective for a period of 20 yrs. from the date of issue or renewal or the holder attains the age of 50 yrs., whichever is earlier, after that the Licence is renewable for 5 yrs.
• How to Obtain Duplicate Driving License

  Procedure

  A duplicate driving licence will be issued in the following circumstances

  • When the licence is lost or destroyed.
  • When the licence is defaced or torn or completely written up.
  • When the photograph affixed to the licence requires replacement.
  • To obtain a Duplicate Driving Licence, fill the application in Form – LLD and submit along with Original licence written or defaced if available. Produce all the required documents like Photograph,address proof etc., with required fee.

  Required Documents

  • Self Photograph.
  • Form – LLD.
  • Copy of DDR (Showing the license number).
  • Form 9.
  • Form 1Form 1 (Medical certificate from MBBS Doctor) with blood group.
  • Proof of Residence e.g. ID-Card, Ration Card, Telephone Bill, Electricity Bill (attested photocopy).
• Process to Register Vehicle

  Procedure for Registration of New Vehicle.

  After purchasing the vehicle from a dealer, the applicant shall produce the following application/documents/fees and tax challan

  • Application Form CMV 20 (signature of the financier in case of HPA/Hypothecation/Lease).
  • Sale Certificate in form CMV 21.
  • Valid Insurance certificate.
  • Proof of Address.
  • Temporary Registration issued by the Registering Authority or Trade Certificate issued by the Dealer.
  • Road Worthiness Certificate in form CMV 22.
  • Form CMV 22A in case of Body built vehicle (EX. Goods vehicle, bus etc.).
  • Customs clearance certificate in case of imported vehicle with licence and bond.
  • Prescribed fee amount to be paid at R.T.O Counter/Treasury.
  • Tax payable (depending upon the category of vehicle).
  • Income Tax clearance certificate in form 60 or a declaration.
  • Bonafide agriculture certificate issued by the Tahasildar in case of registration of Tractor-Trailer unit used for agriculture.
  • Permit proceedings if any in case of transport vehicle.
  • A Blue Print of body construction or alteration of body on a chassis to be provided by the body builder in case of transport vehicle.
  • Three out side coloured photographs of the transport vehicle taken from three different directions and two inside coloured photographs to identify the vehicle.
  • Two clear copies of the impression chassis Number of the transport vehicle.
• Procedure for Re-Registration

  Procedure for Re-Registration.

  • The vehicles migrating from other States are required to obtain re-registration mark of Chhattisgarh State within 12 months from the date of arrival into Chhattisgarh State.The vehicle owner shall produce the following:
    • No Objection Certificate (NOC) in Form CMV 28(File referring to external site opens in a new window) or postal acknowledgement for having sent application for issue of no objection certificate to the concerned registering authority.
    • Application form CMV 27.
    • Registration certificate (RC Book).
    • Tax paid certificate.
    • Insurance certificate.
    • Consent of the Financier.
    • Pollution under Control Certificate.
    • Prescribed fees and difference of tax if any.
  • All the related applications shall be filed before the Registering Authority.
• Renewal of Registration of Non-Transport Vehicle
  • The owner shall obtain renewal of registration certificate in respect of Non-Transport vehicles after 15 years from the date of its registration.
  • Application for renewal of registration certificate shall be made in form CMV 25 not more than sixty (60) days before the date of its expiry along with documents viz. Registration Certificate, Insurance Certificate, Tax paid certificate, Pollution under Control Certificate, Prescribed fee and produce the vehicle for inspection in a good condition.
  • Registration Certificate will be renewed for a period of five years.
• Change of Address and Transfer of Ownership

  Procedure for Re-Registration.

  • The vehicles migrating from other States or other regions in the State are required to obtain Change of Address or Transfer of ownership as the case may be.
  • The vehicle owner shall file an application for noting change of address within thirty (30) days from the date of arrival and shall furnish the following documents:
    • Application in form CMV 33(File referring to external site opens in a new window).
    • Registration certificate (RC Book).
    • No Objection Certificate.
    • Tax paid certificate.
    • Address Proof certificate as per prescribe under rule 4 of CMVR 1989.
    • Application in form CMV 29(File referring to external site opens in a new window) in duplicate and CMV 30 in case of Transfer of Ownership.
    • Proof of Address.
    • Prescribed fee and tax if any payable.
    • Registration Certificate (Fitness Certificate in case of Transport Vehicle).
    • Insurance Certificate.
    • Clearance Certificate (CC) / No Objection Certificate (NOC) as the case may be.
    • Consent of the financier.
    • Pollution under Control Certificate.
  • All the related applications shall be filed before the Registering Authority and vehicle shall be produced for inspection in the premises of the R.T.O. / D.T.O.
